Description
The Judiciary seeks providers to deliver substance abuse services to juveniles ages 12–17 referred for law violations or status offenses, and youth up to age 18 under Family Court jurisdiction. Applicants may propose the full continuum or any portion: substance abuse assessments, education, outpatient and intensive outpatient treatment, and residential treatment. Services must use evidence-based practices and address individualized needs, including youth with fetal alcohol spectrum disorders. The service area is the Second Circuit, covering Maui, Molokai, and Lanai. The scope includes treatment planning, counseling, family support, case management, drug and alcohol testing, progress and discharge reporting, transition planning, and coordination with community services. Virtual delivery must be available for nonresidential services. Applicants must demonstrate relevant experience, qualified clinical supervision, appropriate facilities for any residential services, and required licenses or certifications. Proposals must include a program narrative, staffing and service-delivery plans, pricing and budget materials, and financial audit or qualifying financial statement review. The initial contract term is two years, with a possible two-year extension, subject to funding and satisfactory performance.
