Description
The County seeks one or more providers to deliver Adult Residential Treatment (ART) and Crisis Residential Treatment Services (CRTS) for adults experiencing behavioral health crises. Services include short-term, supportive residential care; individual and group therapy; crisis intervention; case management and discharge planning; medication support; peer services; substance-use treatment; food and transportation; and related administrative, documentation, and quality-improvement functions. Crisis residential services must operate 24 hours a day, seven days a week, year-round, and use person-centered, recovery-focused, and trauma-informed approaches. Providers must meet applicable certification and licensing requirements and be Medi-Cal certified by the start of the contract term. Providers able to offer Skilled Nursing Facility or Psychiatric Urgent Facility services are preferred. The proposed contract term is three years, with the possibility of one additional year at the County’s discretion for satisfactory performance. Proposals are evaluated on capacity and experience, performance outcomes, program services, and the fee proposal and budget narrative. The fee proposal must provide daily rates for both service types and itemize costs included in the bundled daily rate.
