Description
The City of Colorado Springs is soliciting time-and-materials proposals for on-call mowing and related grounds-maintenance services. The scope includes mowing irrigated and unirrigated turf and native areas; trimming and clipping removal; trashing; fertilization; core aeration; broadleaf weed control; pre-emergent weed control; and other discretionary mowing and invasive-plant treatments. Services may be ordered through task orders for parks, cemeteries, golf courses, maintenance-district rights-of-way, greenbelts, urban trails, trailheads, access points, landslide properties, and other City-owned properties. Proposals must include a cover letter, a proposal narrative and technical/management approach, organizational background, project approach, management controls, at least three similar-project references or contracts from the last five years, key-personnel resumes, detailed annual pricing, general labor rates, equipment-array pricing, and cost-plus markup percentages for materials and products. Offerors must also complete and submit the attached Solicitation Qualifications Document, Hourly Rate Sheet, and any applicable signed addenda. The proposal narrative is limited to 25 pages, while the cover letter is limited to three pages. Applicable work includes licensed pesticide application, safety procedures, scheduling, recordkeeping, equipment calibration, and compliance with the City's fertilizer and pesticide specifications.
