Description
The United States Space Force has established a master Commercial Solutions Opening for qualified commercial firms to perform project-specific design, construction, repair, and alteration of Space Force base infrastructure. Individual Areas of Interest will define each project's location, scope, site conditions, budget, evaluation criteria, and submission instructions; unsolicited submissions are not accepted. The framework uses a phased down-select process consisting of a maximum five-page Phase 1 White Paper, a Phase 2 oral presentation with a maximum 15-slide deck, and a Phase 3 full commercial proposal. White Papers must include a title page, executive summary, construction concept, estimated schedule, rough-order-of-magnitude fixed price, and relevant credentials or past performance. Resulting agreements must be fixed-price Other Transactions, and may use progressive design-build, accelerated design-build, design-bid-to-budget, design-build-operate-maintain, or other commercial delivery methods. The master framework does not establish a project-specific scope, budget, location, deadline, or award quantity.
