Description

Stanislaus County seeks qualified providers to deliver Day Treatment Intensive (DTI) and Day Rehabilitation (DR) services to Medi-Cal-eligible children and youth up to age 21 who meet specialty mental health medical-necessity criteria and reside in the county. Services are intended for youth with severe emotional disturbance or complex mental and behavioral health needs, including priority populations involved with child welfare, juvenile justice, special education, or transitioning from inpatient or residential treatment. The program must provide a structured, trauma-informed, culturally responsive, family-centered therapeutic milieu. DR includes rehabilitative skill-building, adjunctive therapies, and process groups or psychotherapy; DTI includes skill-building, adjunctive therapies, and psychotherapy. Programs must meet specified service-hour and staffing ratios, maintain crisis-response protocols and weekly schedules, support family or other significant-support-person involvement, and participate in evaluation and data reporting. Limited telehealth is permitted with County approval; services that cannot effectively or legally be delivered remotely must be provided face-to-face. The County identifies up to $1,000,000 in total available funding for an initial 15-month term beginning April 1, 2027, with possible year-to-year extensions. Proposals must include a financial report, qualification proposal, and pricing proposal, with required forms and supporting materials. The solicitation requires one original hard-copy response and one electronic copy through the County vendor portal.
