Description
The Defense Logistics Agency Troop Support seeks a contractor for a firm-fixed-price service contract with economic price adjustment for freight to operate a third-party logistics program supporting government-owned military clothing and individual equipment. Required functions include receiving shipments, warehousing approximately 2.5 million cubic feet of inventory, managing approximately 17,000–20,000 pallets, maintaining inventory accountability and visibility, processing requisitions, picking and packing orders, and distributing items to military customers in the United States and overseas. Items include boots, caps, uniforms, coats, parkas, helmets, foot lockers, body armor, and other protective equipment. The contractor must provide an integrated warehouse management and information-technology environment capable of electronic data interchange with Department of Defense systems, shipment tracking, inventory reconciliation, reporting, supply discrepancy processing, secure handling of government data, and use of the Vendor Shipment Module. Performance includes delivery within one to six business days depending on priority, overnight and emergency shipment capability, international and Foreign Military Sales shipments, annual and monthly inventory counts, packaging and military marking, surge response, and transition support. Proposals will be evaluated on inventory management and distribution, warehousing capabilities, past performance, and small-business participation. The solicitation states a maximum contract value of $65 million and a potential total duration of seven and one-half years.
