Description
The Iowa Department of Transportation is soliciting proposals for a comprehensive drug and alcohol testing program for employees subject to U.S. Department of Transportation and Federal Motor Carrier Safety Administration requirements, including commercial-driver-license holders performing safety-sensitive functions. The scope includes pre-employment, random, reasonable-suspicion, post-accident, return-to-duty, and follow-up testing, with current annual volumes averaging approximately 1,200 drug tests and 150 alcohol tests. The successful responder must provide or coordinate statewide collection sites, courier services, a federally certified urine-testing laboratory, a qualified Medical Review Officer, certified collection personnel, reporting and management-information-system capabilities, compliance documentation, quality assurance, after-hours testing, regulatory updates, implementation, service continuity and mitigation planning, expert-witness support, and user and regulatory-update training. Responders must address required collection-site coverage, complete Attachment 5, identify proposed laboratory and Medical Review Officer partners, provide specified certifications and sample reports, and submit separate technical and cost proposals.
