Description
The City of Pismo Beach is requesting professional services to prepare its 7th Cycle Housing Element Update for the 2029–2037 planning period and obtain California Department of Housing and Community Development certification. The selected consultant will evaluate the existing Housing Element and planning framework; prepare housing needs, constraints, Affirmatively Furthering Fair Housing, housing sites inventory, RHNA capacity, development feasibility, and regulatory analyses; develop updated goals, policies, programs, and quantified objectives; and support public and stakeholder engagement. The scope also includes preparation of administrative, public review, and final Housing Element documents; required state submittals; coordination with HCD; assistance through Planning Commission and City Council hearings; and CEQA review. CEQA services must address an exemption or an Initial Study/Mitigated Negative Declaration as appropriate, with an optional approach and cost estimate if an Environmental Impact Report may be required. Proposals must include qualifications, up to three references, resumes, organizational and staffing information, a detailed work program and schedule, and a fixed-fee, not-to-exceed cost proposal. Insurance proof is required after award and is not a submission-time requirement.
