Description
The City of Santa Barbara is seeking a qualified professional firm to perform two independent, comprehensive cost-of-service rate studies for its Water and Wastewater utilities. The work includes reviewing existing customer classifications, rate structures, operating and capital requirements, debt obligations, reserves, applicable laws, industry benchmarks, conservation and drought conditions, and future regulatory impacts. The selected consultant must develop ten-year financial plans for both utilities, recommend rate structures and adjustments, identify a four-year rate structure, and prepare draft and final reports with supporting analysis. The scope also includes a user-friendly computer rate model capable of forecasting alternative scenarios and generating graphics, staff training, project management, accessibility-compliant digital deliverables, and up to nine in-person public meetings plus two virtual informational meetings. Proposals must address the firm's qualifications and comparable recent work, key personnel, references, project approach and schedule, staffing and hours, subcontractors, fee proposal, and any proposed contract changes. The RFP limits proposals to 15 pages and requires a non-collusion declaration; insurance and a business tax certificate are required before contract execution or performance, rather than as proposal attachments.
