Description
Lexington County is seeking a comprehensive housing study and assessment for the unincorporated areas of the county and its 15 municipalities. The study must evaluate existing and projected housing inventory and market conditions, population, demographics, salaries, critical housing needs, housing choices, homelessness, geographic conditions by County Council district, and constraints involving land, utilities, infrastructure, transportation, funding, and development regulations. The contractor must analyze fiscal impacts on County operations and service-level impacts on departments such as emergency management, solid waste management, and roads. Deliverables include a full report with prioritized recommendations, implementation steps, funding opportunities, responsible parties, and immediate-, mid-, and long-term actions, along with editable underlying data, GIS files, and a fiscal impact model where feasible. Findings must be presented to County Council and potentially the Planning Commission. Proposals are limited to 30 pages, with one original and one redacted version, and must include the requested qualifications, comparable-study experience, references, personnel and resumes, approach, technical resources, cost proposal, and signed solicitation forms. Questions must be submitted through IonWave, and questions from non-attendees of the mandatory pre-bid meeting will be rejected.
