Description
Richland County seeks an all-inclusive maintenance and service contractor for 172 roll-up or overhead bay doors and eight gate arms across 30 County facilities. The work includes semi-annual inspections, inspection reports for each door, preventive maintenance, testing, lubrication, adjustments, cleaning, routine service, emergency response, and repair coordination. The contractor must provide labor, equipment, parts, materials, permits, licenses, transportation, disposal, and related costs. Emergency calls must be received 24 hours a day, seven days a week, with on-site response within two hours and service completion within one day when feasible. Repair parts must be priced separately, with no more than a 10% markup on parts, labor, and materials. The contractor must identify equipment makes and models, provide estimated costs for common repair items, and supply OEM or approved equivalent parts and materials. Repaired or replaced items require at least a one-year parts-and-labor warranty. The contract includes a one-year base term with up to four one-year renewals. The technical proposal may not include pricing; a separate pricing proposal must provide service costs by location, an off-hour emergency hourly rate, and any applicable trip fee or fuel surcharge. The contractor must provide 24/7 covered telephone service, maintain parts and service availability within a 50-mile radius of the County's main office, and obtain prior written authorization before performing repairs outside the maintenance contract.
