Description
Allegany County is soliciting proposals from qualified consulting firms to prepare eight stand-alone Preliminary Engineering Reports for priority sewer project areas. The work includes evaluating collection and transmission systems, wastewater treatment options and upgrades, service-area alternatives, sewer district and intermunicipal coordination, cost estimates, and implementation considerations for communities throughout the county. Reports must comply with the New York State Environmental Facilities Corporation engineering-report requirements and applicable New York State and federal requirements, including SEQRA and NEPA, and must support potential funding applications through sources including the Environmental Facilities Corporation, Community Development Block Grants, USDA Rural Development, the Appalachian Regional Commission, and Empire State Development. Deliverables include monthly progress reports, stakeholder coordination, a draft final report, a comprehensive overview report with eight appendices, full-size design drawings, digital PDFs, GIS and CAD files, raw data, and other project files. The project is a one-time purchase and is expected to be completed by June 30, 2027.
