Front Street, South Whitley, Indiana 46787, until 10:00 a.m, Local Time on the 29th day of September 2026, at which time the Bids received will be opened and read aloud. Bids will only be received in person. No mailed Bids. The Project consists of constructing: General construction of wastewater treatment plant and collection system improvements consisting of 18” overflow pipe, 3.0 MGD grinder, auger and pump station, 12” force main and 4” drain line, replacement of 100 gpm lift station and 4” force main, emergency generator, and associated site work, electrical, instrumentation controls and other site improvements . USE OF AMERICAN IRON AND STEEL: This project is being partially funded by the Clean Water State Revolving Fund which requires that all "iron and steel products" used for a project for the construction, alteration, maintenance, or repair of a public water system or treatment works are produced in the United States. “Iron and Steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, conduit, reinforced precast concrete, and construction materials. The Contractor shall comply with the requirements of the American Iron and Steel Act. WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the Davis Bacon Wage Act, a copy of which has been included in the Wage Rate Section of this document. PRE-BID CONFERENCE: A pre-bid conference will be held prior to the Bid opening on September 15, 2026, at 1:00 p.m. at the Town Hall, 118 E. Front Street, South Whitley, Indiana 46787, to familiarize Bidders with this Project. BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
