Description
Ector County is soliciting bids from qualified, properly permitted contractors to accept and dispose of municipal solid waste delivered by County personnel. The contractor must provide a permitted disposal facility, labor, equipment, permits, licenses, staffing, capacity, and other resources necessary to handle waste in compliance with applicable federal, state, local, environmental, and Texas Commission on Environmental Quality requirements. Waste may include household garbage, construction and demolition debris, furniture, appliances, vegetation and brush, tires when permitted, mattresses, roofing materials, mixed solid waste, bulky waste, contaminated soil, and other approved special waste. Ector County will perform collection, loading, transportation, and delivery; transportation and hauling are excluded. The contractor must provide facility information, maintain operating availability, weigh incoming loads when applicable, provide disposal records or weight tickets, and price disposal, minimum-load, special-waste, contaminated-soil, environmental, fuel, and regulatory charges as applicable. The initial contract term is one year, with four possible one-year renewals by mutual written agreement.
