Description
The City of West Liberty is requesting statements of qualifications from engineering firms for improvements and upgrades to its wastewater treatment plant and sewer collection systems. Potential services include feasibility and planning studies, preliminary reports, cost estimates, planning, design, construction administration, inspection, and other required engineering services. The anticipated project scope includes replacement of sewer plant ultraviolet systems, replacement of return activated sludge station pumps, drainage station and wet-well upgrades, sludge pump installation, gate valve replacement, installation of one-million-gallon flow tanks, sewer main and manhole-cover replacement and extension, pipe installation below waterways, and on-site generator installation. Respondents must submit qualifications, technical expertise, management and staff capabilities, and prior experience. The statement of qualifications must address the evaluation criteria and may not exceed 15 pages. Firms must demonstrate at least three similar projects, provide references from at least three previous clients, and meet the stated federal or state program experience requirement. Selected firms may be interviewed and the most qualified firm may be invited to submit a final fee proposal.
