Description
Santa Cruz County is soliciting a provider to represent defendants in cases where the County Public Defender’s Office cannot provide representation because of an ethical conflict or conflict of interest. The anticipated workload is approximately 800–850 cases annually, including adult and juvenile misdemeanors and felonies, probation violations, Lanterman-Petris-Short matters, post-release community supervision, resentencing, and related case types. The provider must deliver independent, client-centered legal representation, including timely in-person client contact, court appearances, investigation, litigation, conflict screening, workload management, supervision, reporting, and quality assurance. The required interdisciplinary model includes administrative and legal support, investigators, social workers or comparable personnel, advocates or peer navigators, linkage to behavioral health, substance-use, housing, Medi-Cal, reentry, and other services, and immigration-related advisal. Proposals must address organizational capacity, staffing and qualifications, approach, pricing, estimated monthly costs, resumes, audited financial statements for 2022–2025, customer references, compliance, and required County exhibits and signature materials. The intended contract term runs through June 30, 2030, with one two-year extension option.
