Description
VTA is soliciting a contractor to provide a complete fluid analysis program for VTA-owned equipment and equipment operated by VTA contractors. The work includes supplying sample bottles, labels, extraction tools, pickup boxes, and other materials; collecting fluid samples from designated VTA locations three times weekly; performing laboratory analysis; and providing written and secure electronic reports. Samples include engine oil, automatic transmission fluid, hydraulic oil, gearbox oil, diesel fuel, compressor oil, air-conditioning compressor oil, engine coolant, and grease. The contractor must perform specified ASTM-based testing, identify normal, abnormal, and critical conditions, provide recommendations for corrective, preventive, and predictive maintenance, maintain historical data and trend analyses, and assist with fluid-related problem diagnosis. Results generally must be available electronically within 24 hours of pickup, with written reporting within 48 hours. The contractor must also provide general, full-analysis, and annual refresher training for VTA maintenance personnel. The contract is an indefinite-delivery/indefinite-quantity arrangement with a three-year base term and two one-year options, a guaranteed minimum of $1,000, and estimated annual quantities for the listed analyses and training.
