Description
The contractor will support analysis of proposed fare and fare-media changes, including Title VI fare equity analyses and modeling of ridership, revenue, passenger behavior, and operating-budget impacts. Work includes reviewing historical fare and ridership data; assessing demographic impacts, fare-media access, and retail reload locations; applying the agency’s disparate-impact and disproportionate-burden policy; and developing mitigation strategies and recommendations. The contractor will also support community outreach and governing-board engagement, prepare reports and presentation materials, document public feedback, and provide continuing Title VI and federal-compliance support as requested. The technical proposal must include qualifications and reference projects, team and key-personnel information, resumes, an organization chart, project understanding, and a work plan. A separate cost proposal and the required proposal forms are also required.
