Description
The Rhode Island Department of Corrections seeks a vendor to provide psychiatric evaluation, assessment, and treatment for incarcerated individuals awaiting trial and those who are sentenced. Services include on-site clinical coverage at the Intake Service Center and sentenced facilities, consultation with behavioral health clinicians and medical staff, treatment planning, medication utilization review, follow-up planning for individuals after release, and on-call support seven days a week. Telehealth may be used on a case-by-case basis with approval, and the vendor may be asked to prepare for and provide mental health court testimony. The vendor must provide appropriately licensed psychiatrists and psychiatric clinical nurse specialists, with adult psychiatry board certification or eligibility for physicians. The proposal must include a technical narrative addressing staff qualifications, relevant correctional psychiatry experience, a work plan, and methodology; it is limited to 10 pages, excluding appendices and applicable key-staff resumes. A completed cost proposal template, Supplemental Bidder Attestation, and ISBE participation plan form(s) are also required. The technical proposal is scored, followed by cost evaluation for proposals meeting the technical threshold; ISBE participation may earn bonus points.
