Description
The Santa Clara Valley Transportation Authority seeks a professional planning firm to lead a Quality of Life Assessment for Santa Clara County. The assessment will define quality-of-life goals and measurable well-being factors, identify the transportation-related levers available to the Authority, evaluate current conditions using geographic and socioeconomic data, and establish priorities for the next Valley Transportation Plan and related planning efforts. The scope includes project management; stakeholder and community engagement support; literature, policy, and academic research; metric development; mapping and analysis; graphics and accessible public-facing deliverables; development and testing of project and program prioritization tools using commonly available planning software; preparation of technical memoranda and a Quality of Life Framework; and presentations to committees and the Board of Directors. Deliverables must comply with WCAG 2.1, Level AA where applicable. The contract has an 18-month period of performance, and the proposal may not exceed 20 pages, excluding required forms and separate cost materials.
