Description
The Virgin Islands National Guard seeks Safe Drinking Water Act sampling and analysis services at facilities on St. Croix and St. Thomas. The contractor must provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform monthly testing for total coliform, fecal coliform, E. coli, chlorine, lead, copper, nitrate, inorganics including cyanide, volatile organics, disinfectant by-products, asbestos, and arsenic in accordance with applicable regulations and schedules. The scope also includes PFAS sampling and monitoring for regulated PFAS compounds and other analytes detected using EPA Method 533. If testing identifies chemical levels outside acceptable ranges, the contractor must prepare a treatment plan and cost estimate; treatment may proceed only after Government approval and contract modification. Services must be performed in person, and the contractor must be state certified to collect and analyze drinking-water samples and ensure personnel have required licenses and training. The contract includes a 12-month base period, four 12-month option periods, and a potential six-month extension. Technical approach and price are required, and past performance from the previous three years will be evaluated.
