Description
Burlington Electric Department is soliciting proposals for a wood pyrolysis demonstration unit with a maximum capacity of 2.2 megawatts at McNeil Generating Station. The selected respondent would ideally provide a power purchase agreement under which it designs, permits, constructs, finances, owns, and operates the unit, with a future purchase option for Burlington Electric Department or the Joint Owners of McNeil at a specified date and price. Proposals must address the project description, PPA term and pricing, unit capacity and production, maintenance, safety, technical and insurance considerations, fuel requirements, emissions, biochar production and revenues, generation efficiency, renewable energy certificates, siting and interconnection needs, operational impacts, warranties, timeline, component lifespans, purchase option, experience and references, interconnection cost allowances, and a sample PPA if available. Responses are limited to eight pages excluding resumes and appendices. Two versions must be submitted: one Word file and one PDF file through the secure web portal; mailed and emailed responses will not be accepted. The solicitation also includes Burlington certifications concerning outsourcing, union deterrence, and livable-wage compliance, as well as insurance requirements applicable to the awarded contract.
