Essex County is soliciting sealed bids for inspection, preventive maintenance, and repair of emergency generators across six lots serving County facilities and participating Towns. The scope includes labor, equipment, materials, supervision, semiannual site visits, routine inspections, annual oil and filter changes, operational checks, oil and coolant analysis, service-record maintenance, environmentally proper disposal of used oil and filters, and authorized additional repairs. Emergency service must be available 24 hours a day, seven days a week, and the contractor must have the equipment and certifications necessary to diagnose and troubleshoot the generator brands included in each proposed lot. The contract covers County generators and generators operated by the Towns of North Elba, Moriah, Jay, and Saint Armand. Bidders may submit pricing by lot, with awards made to the lowest responsive and responsible bidder for each lot. The contract term is one year, with the option to renew for two additional years by mutual consent. Required proposal materials include the bid sheets, Vendor Responsibility Questionnaire, Certification of Experience, notarized Certification of Compliance with the Iran Divestment Act, and notarized Non-Collusive Bidding Certification. Insurance requirements include commercial general liability, automobile liability, workers’ compensation, owners and contractors protective liability, and excess/umbrella liability coverage.
