Description
The California Public Utilities Commission seeks a contractor to administer its Access for All Program in geographic areas not served by Local Access Fund Administrators. The contractor will establish and manage Access Provider solicitations, evaluate and select providers, obligate and transfer funds, develop funding agreements and processes, and oversee on-demand wheelchair-accessible transportation programs for people with disabilities. The scope includes quarterly and annual reporting, data consolidation and analysis, disability-community outreach, customer surveys, website development and maintenance, work planning, evaluation criteria, meetings, communications, and program self-assessment. Services will be performed remotely from the contractor's office. The initial contract term is January 1, 2027, through September 30, 2028, with three optional one-year extensions. The initial total available funding is $8,949,524.85, including a maximum contractor administrative allocation of $1,342,428.73; the proposal cost may not exceed $1,342,428.73. A mandatory 3% Disabled Veteran Business Enterprise participation requirement applies. Addendum 1 clarifies that proposers may add pricing-sheet rows for tasks not listed, such as outreach, and for more than five individuals supporting a task, but may not add rows for other direct costs such as website hosting.
