Description
The San Bernardino County Transportation Authority is soliciting proposals from a qualified law firm to provide on-call legal support for its Express Lanes Program. The selected firm will serve as Express Lanes Legal Counsel and provide guidance, representation, and strategic advice on an as-needed basis under a time-and-materials professional services agreement. The scope includes litigation and claims; federal, state, and regional regulatory compliance; interagency agreements, memoranda of understanding, cooperative agreements, and contracts; toll collection, civil enforcement, violation processing, administrative procedures, and appeals; procurement and contracting for tolling and customer-facing systems; privacy, customer-data handling, communications, public engagement, and disclosure requirements; insurance matters; and legal issues involving highway patrol enforcement, occupancy-detection technology, mobile toll payments, automated enforcement systems, and toll operations. Proposals are limited to 25 pages, excluding specified items such as the cover letter, forms, appendices, resumes, and dividers. Required proposal materials include a cover letter, qualifications and related experience, staffing and organization information, a project approach/work plan, specified agency forms, the completed price proposal, client reference forms, and any scope or contract exceptions.
