Description
Westchester County is seeking up to two consultant teams to provide on-call subject-matter expertise for Bee-Line fixed-route and paratransit operations under two task orders. Proposers must demonstrate capabilities for both task orders. Task Order 1 covers procurement of buses, paratransit vehicles, and associated infrastructure; technical specifications and independent cost estimates; bid-process support; FTA and Buy America compliance; vehicle manufacturing oversight; quality assurance, inspection, testing, configuration audits, and related reports. The County anticipates procurement support for 78 articulated buses, specifications for 120 40-foot buses and 11 35-foot buses, and potentially other related services during the five-year term. Task Order 2 covers transit compliance support, including FTA Triennial Reviews, responses to findings, regulatory guidance, and updates to the Public Transportation Agency Safety Plan and Transit Asset Management Plan, as well as possible service-planning and operations assessments. The contract is anticipated to begin June 1, 2027, run for five years, and include an option for an additional five-year term or a portion thereof. The County will solicit task-specific scope, schedule, and budget proposals from selected consultants as needs arise, with no more than two consultant teams eligible for on-call services. Proposals must include up to 10 project abstracts, key personnel information, a work plan and approach, and five years of hourly rate schedules.
