Description
Suffolk County, through its Office of Central Procurement and Department of Health Services, is soliciting proposals for transportation management services for children with disabilities participating in Early Intervention and Preschool programs. The contractor will manage transportation provided by vans and wheelchair-lift vehicles, as well as parental mileage reimbursement, for approximately 2,000 children daily across transportation sites in Suffolk and Nassau Counties. Responsibilities include route scheduling and optimization, transporter and safety oversight, invoice and reimbursement processing, records and reporting, parent communications, incident response, compliance monitoring, transition support, and maintenance of computerized routing and database systems. The contractor must maintain a local Suffolk County office, provide multilingual communications including Spanish-language support, and comply with applicable health, transportation, education, Medicaid, fingerprinting, and HIPAA requirements. The proposal must include a transmittal letter, proposer profile, financial statements, technical services proposal, cost proposal/fee schedule, conflict-of-interest disclosures, and applicable compliance materials. The cost proposal must be submitted as a separate PDF file. The anticipated contract term is three years, from January 1, 2027, through December 31, 2029, with two one-year options through December 31, 2031.
