Description
The Department of Veterans Affairs is conducting market research for routine and surge heterotrophic plate count testing of potable waterlines at VA facilities in Biloxi, Mississippi; Pensacola, Florida; and Panama City Beach, Florida. The work includes sample collection from designated locations, laboratory analysis under Standard Methods 9215 and acceptable variants, sampling containers and cold-chain logistics, chain-of-custody documentation, rapid-response surge testing, and reporting of results and quality-control information. Contractors must maintain applicable state certifications or accreditations listing HPC under Standard Methods 9215 for the relevant places of performance; ISO/IEC 17025 accreditation is preferred. Responses are for market research only and are not offers or proposals. Interested firms must submit a capability statement of no more than 10 pages addressing firm information, applicable certifications and scopes, testing methods, logistics and turnaround capability, quality assurance, relevant healthcare water-microbiology experience, and non-binding pricing information. The notice anticipates analysis initiation within applicable hold times, generally no later than 24 hours after collection, standard reporting within 48 hours of laboratory receipt, and rapid response for urgent events.
