Description
The Lancaster County Solid Waste Management Authority is soliciting proposals for the packaging, pickup, transportation, recycling, and related documentation of batteries collected at its Household Hazardous Waste Facility. The scope includes alkaline, rechargeable, high-watt rechargeable, lead-acid, damaged/defective/recalled, and other accepted battery chemistries; provision of drums, containers, labels, placards, terminal-protection materials, and other packaging supplies; transportation to approved Battery Management Facilities; and compliance with applicable Department of Transportation, environmental, hazardous-waste, and occupational-safety requirements. Downstream vendors must maintain R2 or e-Stewards certification and applicable permits. The contractor must provide pickup within 15 working days of notification, remove materials within 24 hours of arrival, provide technical consultation and emergency response support, maintain required transporter licensing, and furnish manifests, bills of lading, weight tickets, shipping records, Certificates of Recycling, and facility information. The solicitation evaluates technical and financial capacity, facility availability, references, compliance history, experience, value-added services, and pricing. Proposals are limited to 50 pages excluding forms and attachments, with a single-PDF electronic submission limited to 25 MB. A bid bond or equivalent certified check is required in an amount equal to 10 percent of the proposed annual contract value; the selected contractor must provide a performance bond within 10 days of notice of selection in an amount of at least 50 percent of annual contract value.
