Description
The Delaware Valley Regional Planning Commission is seeking proposals from consultants prequalified under TCDI Category 5: Transportation and Infrastructure Planning to prepare a Route 41 Corridor and Community Visioning Plan. The approximately 10-mile corridor spans five municipalities and the project will build on the 2024 Route 41 Planning Study by integrating transportation planning, community visioning, placemaking, land use, economic vitality, and corridor identity. The scope includes project management; existing-conditions assessment and GIS mapping; stakeholder interviews, municipal workshops, public meetings, online engagement, surveys, and interactive mapping; corridor character areas and place-based design; a multimodal transportation strategy addressing pedestrian, bicycle, transit, freight, traffic safety, and access management; an implementation and action plan; and a final plan suitable for municipal adoption. Deliverables include technical memoranda, engagement materials, a vision statement, design and placemaking toolbox, conceptual transportation exhibits, implementation matrix, funding strategy, administrative and final plans, executive summary, and presentation materials. All work funded through the TCDI grant must be completed by June 30, 2028. Only consultants prequalified for TCDI Category 5 are eligible to compete. The DBE subcontracting goal has been removed, and there is no subcontracting goal on the contract.
