Description
Chester County's Department of Children, Youth, and Families is seeking one or more qualified providers to implement a Resource Parent Recruiter Services program. The provider will recruit diverse resource families, including families able to support sibling groups, older youth, and children with complex behavioral needs. Services include researching effective recruitment practices; identifying mailing-list and community outreach opportunities; developing approved promotional materials; conducting mailings, presentations, recruitment events, and business outreach; using social media and department websites; and following up with prospective resource parents. The provider must coordinate with department staff and families, provide assessment and monitoring support, maintain required documentation, and submit monthly activity reports. Proposals must address the supplied questionnaire, recruitment and engagement strategies, staffing and qualifications, proposed outcomes, subcontractors, references, budget and budget narrative, and required certifications and compliance forms. The anticipated contract is a cost-reimbursement agreement beginning November 1, 2026, through June 30, 2028, with a maximum amount of $143,711 per year and possible extensions through June 30, 2031, subject to performance and funding.
