Description

Hidalgo County is soliciting bids for as-needed bulk gasoline and on- and off-highway diesel fuel, including regular, mid-grade, premium, super unleaded gasoline and No. 2 ultra-low-sulfur dyed diesel. The awarded vendor must deliver requested fuel within 24 hours of an authorized purchase order to County facilities, generators, and other designated locations, with no guaranteed annual volume. The contract may include primary and secondary vendors, and pricing will be based on applicable OPIS rack prices plus or minus the bidder's margin. The scope also requires a countywide fleet fuel monitoring, card-access control, and electronic transaction reporting system; replacement fuel cards at no additional cost; weekly base-pricing information; and an emergency disaster fuel program with 24-hour facilities and personnel. The vendor must furnish, install as needed, filter, inspect, maintain, repair, and replace skid-mounted fuel tanks, pumps, filters, housings, hoses, dikes, and related equipment, including double-wall UL-2085 tanks within the City of Edinburg. Fuel sampling, contamination response, environmental compliance, permits, delivery trucks, safety data sheets, and applicable licenses and insurance are also required. The initial term is one year, with two additional one-year renewal options.
