Description
The City of Edinburg is seeking professional services for a comprehensive 20-year Water and Sewer System Master Plan. The scope includes project management; review of existing planning, operational, GIS, and system data; development and calibration of hydraulic models; evaluation of existing and future water and sewer capacity through 2050; identification of hydraulic deficiencies and capacity constraints; and planning for undeveloped and underserved areas. The selected consultant will also perform asset condition assessments, develop rehabilitation and preventative-maintenance programs, prioritize improvements, prepare a 20-year capital improvement program with cost and constructability considerations, support incorporation into the Region M Plan, and prepare draft and final reports. The consultant must provide electronic project files and the final plan in PDF format, use InfoWater Pro and InfoWorks ICM for modeling, train City staff, and attend two City Council presentations. The solicitation evaluates past performance, technical approach, firm experience, workload and proximity, and key personnel, including active Texas professional engineering registration.
