Description
The Detroit Water and Sewerage Department is soliciting proposals for a commercial off-the-shelf permitting and assistance-management software solution. The system must support electronic application intake, permitting and inspection workflows, secure document uploads, AI-powered optical character recognition and eligibility determination, identity and income verification, fraud detection, audit trails, multilingual and ADA-compliant access, and integration with existing applications, including the City's ESRI GIS environment. The scope includes implementation, phased rollout and pilot testing, staff training, customer support through call center and digital channels, dashboards and recurring reports, secure file exchange, analytics, data security, and transition documentation. The vendor must provide the system and ongoing administration, meet stated processing, uptime, support, accuracy, and fraud-detection performance standards, and comply with applicable privacy, cybersecurity, NIST, HIPAA, FCRA, GLBA, and state requirements. The initial recommended term is two years with one optional one-year extension.
