Description
The U.S. Army Corps of Engineers is soliciting a Lowest Price Technically Acceptable, unrestricted Request for Proposal for a single firm-fixed-price construction contract to modernize the HVAC system at the Lower Monumental Dam Powerhouse. The scope includes river-water-based heating and cooling; ventilation; comfort heating and cooling; powerhouse pressurization; smoke exclusion for the control room and stairwells; a modern electronic HVAC control system operable from the control room; permanent maintenance access platforms; and associated equipment, piping, ductwork, and controls. The contractor must provide project-specific quality-control management, including an on-site prime-contractor CQC System Manager for each shift, a CQC Plan, pre-construction plans, product data, test reports, commissioning, and close-out documentation. The CQC System Manager must have at least five years of relevant supervisory or management experience and have completed the Construction Quality Management for Contractors course within the past five years. The procurement is unrestricted, requires a small-business subcontracting plan from large businesses, and requires 100 percent performance and payment bonds. The estimated total contract price is $9,056,000.
