Description
The California Department of Housing and Community Development is seeking title and escrow transactional services to facilitate the assignment and transfer of various local government-held loan portfolios. The awarded contractor will provide services for up to 375 existing loans affecting approximately 250 properties, including preliminary reports, mortgage note assignments, deed of trust assignments, covenant assignments, 104.1 endorsements, ALTA lender’s title insurance policies, reconveyances and partial reconveyances, and up to three mobile notary visits in the City of Lindsay. The contractor must be a California-authorized and appropriately licensed title company, title insurer, or title agency, and must be able to provide services for properties in Lindsay, Tulare County. Services will be performed remotely except where in-person action is inherently required, such as mobile notary services and physical recording of documents. The agreement is for one year with two optional 12-month extensions. A DVBE participation requirement is waived, but qualifying DVBE participation may receive an incentive; non-licensed support tasks may be subcontracted to a certified DVBE, while the licensed prime must perform and remain responsible for title and escrow services requiring licensure.
