Description
The California Department of Transportation is soliciting bids from title and escrow companies regulated by the California Department of Insurance to provide on-call, as-needed services for property acquisitions supporting future highway facilities. Services include preliminary title reports, title record searches, statements of record ownership, litigation guarantees, title insurance policies, escrow services, document preparation and recording, reconveyances, subordination support, document copies, and related title research. Some searches may require legal-description research or in-person searches at a county recorder’s office. The agreement is a multi-provider arrangement that may be awarded to up to two responsible bidders. Work will be assigned through service requests, generally requiring title reports or litigation guarantees within 30 days and escrow services typically completed within 30 to 90 days. Bidders must submit the completed bid proposal with unit rates, required certifications, a copy of their California Department of Insurance Title and Escrow License, and other listed bid documents. Subcontracting is not permitted. The agreement is estimated to run for five years, with new service requests limited to the first three years. Insurance documentation and other contract-execution materials are required only from the winning bidder after award.
