Description
The County of Maui Office of Recovery is seeking qualified, Hawaii-licensed providers to deliver title and escrow services for real property transactions supporting the full Community Development Block Grant–Disaster Recovery program portfolio, rather than only the Mitigation Voluntary Buyout Program. The scope includes title examinations, preliminary title reports and commitments, insurability determinations, curative support, escrow and closing coordination, document execution and notarization coordination, recording, title policy issuance, post-transaction documentation, reporting, and audit support. Services may cover full-parcel transactions and partial interests such as easements and rights-of-way, on an on-call and as-needed basis with no guaranteed minimum volume. The contract term is three years, with two optional one-year extensions upon mutual agreement. Proposers must demonstrate relevant experience, local operational capacity, qualified staff, comparable projects, organizational and financial information, licensing, and compliance with applicable federal, state, and county requirements. Proposals must be submitted electronically through the Public Purchase System. Addendum No. 1 revised the clarification-question deadline to September 2, 2026, at 4:00 p.m. Hawaii Standard Time, moved responses to questions to September 17, 2026, and clarifies that addendum receipt may be acknowledged by emailing the receipt page to Kris Arisumi or submitting it with the proposal.
