The City of High Shoals, North Carolina is seeking proposals from qualified consultants to provide professional program administration and rehabilitation specialist services for its Community Development Block Grant (CDBG) Neighborhood Revitalization Project. The project, funded with $1,000,000 in CDBG funds, involves housing rehabilitation of approximately three single-family homes and the construction of one new single-family dwelling. The selected consultant will be responsible for a wide range of administrative tasks including preparing the Environmental Review Record, establishing financial management systems, procuring professional services, overseeing contracts, preparing reports, and ensuring compliance with all federal and state regulations. The rehabilitation specialist will inspect homes, prepare work write-ups and cost estimates, coordinate with contractors and homeowners, conduct inspections, and manage the rehabilitation process from start to finish. Proposals will be evaluated based on experience, ability to carry out projects on schedule, staff qualifications, understanding of the city's needs, and cost effectiveness.
