Description
Sacramento County is seeking a fully managed, bonded, multipath emergency internet solution for its Emergency Operations Center. The required solution must combine low-earth-orbit satellite broadband with LTE/5G service from multiple carriers, including Verizon, AT&T, and T-Mobile, and provide at least 500 Mbps of combined or bonded throughput. Required capabilities include automated failover and auto-healing, carrier-agnostic SIM/eSIM hardware, static IPv4, firewall integration, 24/7 monitoring and support, and operation from existing UPS- and generator-backed power systems. The contractor must use existing antenna sleds, conduits, cabling pathways, and building penetrations, and must perform secure installation, validation, and failover testing across satellite, cellular, and bonded paths. The scope includes performance guarantees for speed, throughput, uptime, latency, packet loss, outage response, restoration, and weather resiliency. Installation is classified as public works; the primary contractor or installation subcontractor must hold a C-7 contractor's license, maintain Department of Industrial Relations registration, comply with prevailing-wage requirements, and obtain required payment and performance bonds. Proposals must also address scalability and durability, Section 508 accessibility, subcontracting, cybersecurity, references, certifications, and a risk assessment questionnaire.
