Description
NASA Glenn Research Center intends to award a sole-source Public Private Partnership to KSAT Inc. for the Lunar Exploration Ground Sites (LEGS) network. The contractor will develop, integrate, deploy, verify, operate, and maintain a geographically distributed network of at least six lunar direct-to-Earth ground stations supporting spacecraft from 36,000 kilometers to 2 million kilometers from Earth, including lunar surface missions. Services must support X-band and Ka-band uplink and downlink communications, telemetry, command, ranging, Doppler measurements, signal processing, monitor and control, scheduling, data delivery, and integration with NASA's SCaN Program Operations Cloud. NASA will furnish two 20-meter-class antennas. The contractor will integrate the antennas, complete or support site acceptance testing, provide communications and facility infrastructure, construct the second antenna site and foundation, deploy at least three operational sites by October 15, 2027, and achieve six operational antennas by October 15, 2028. The scope also includes cybersecurity, safety and mission assurance, systems engineering, testing and validation, and ongoing operations and maintenance. Interested organizations may submit capabilities and qualifications solely to support the Government's determination whether to compete the acquisition.
