Description
The Washington Military Department is soliciting low Earth orbit satellite internet service and associated hardware to support approximately 122 All-Hazard Alert Broadcast siren sites, a small number of higher-bandwidth fixed sites, and four portable or mobile terminals used for emergency operations, continuity communications, and related connectivity needs. The solution must provide low latency, priority-tier service, at least 99.9% uptime, specified download and upload speeds, encrypted data transmission, pooled or flexible data options, standby activation, mobile relocation within Washington without roaming penalties, and incremental deployment over the contract term. The contractor must provide new satellite terminals and accessories, including pole-mountable equipment, a management portal, monitoring, 24/7/365 technical support, hardware warranty support, escalation procedures, and detailed pricing for one-time and recurring costs. The initial term is three years with two optional three-year renewal periods. Proposals must include the required certification, bidder profile, performance requirements response, bid sheet, applicable subcontractor inclusion plan, workplan and schedule, similar-project experience, and key-personnel resumes.
