Description
The City seeks a consultant to prepare an Impact Fee Facilities Plan and Impact Fee Analysis, and update the impact fee schedules for fire, parks, police, stormwater, wastewater, and water. Transportation impact fees are excluded. The work must comply with Utah’s Impact Fees Act and applicable city ordinances, and includes proposed code changes and fees for adoption, monthly progress reports, general consulting for city staff, and preparation for and attendance at two in-person City Council meetings. The final report is due no later than September 17, 2027. Proposals must include a signed introductory letter, proposed scope and schedule, project team and qualifications, similar-project experience and at least three client references, and a single all-inclusive project fee with task subtotals. The RFP also requires a separate document titled “Exceptions” if the offeror takes exception to any terms or requirements. Insurance documentation is required after award, not with the proposal.
