Description
The County seeks a qualified firm to provide annual audits of transient occupancy tax (TOT) compliance for lodging establishments in the county’s unincorporated areas. The contractor must perform at least 10 audits annually, including on-site field visits to review establishments’ original records. The County may request additional audits or expanded audit periods when discrepancies or potential underreporting are identified. The contractor must provide monthly status updates and, for each audit, conduct an exit interview and deliver a signed exit memo and an electronic PDF audit report within 30 days of completion. Proposals must address the firm’s California CPA qualifications, relevant experience, staffing, audit methodology, work plan, quality assurance, references, financial solvency, litigation, and compliance history. The contract is anticipated to include a four-year initial term and two one-year options.
