Description
The City of Millcreek is seeking qualified firms or individuals to develop its first Urban Forestry Inventory, Assessment, and Management Plan. The work includes a comprehensive inventory of public trees on rights-of-way, parks, city-owned facilities, and other public lands; collection of tree location, species, size, condition, maintenance, risk, damage, utility-conflict, valuation, planting-opportunity, and heritage-tree data; and delivery of the inventory in a geodatabase format compatible with ArcGIS. The consultant must assess tree species composition, age distribution, condition, health, canopy coverage, utility conflicts, and replacement value, as well as evaluate public and private canopy coverage, shade equity, urban heat, environmental benefits, social factors, and economic indicators. The consultant must also prepare a five-year management plan addressing annual actions, priorities, quantities, unit costs, budgets, responsible parties, performance targets, pest and disease management, species diversity, canopy expansion, funding, and governance. Proposals require separate technical and fee PDFs, with the technical proposal limited to ten pages excluding the cover page, introductory letter, and resumes.
