Description
The County seeks a qualified CPA firm to provide tax compliance, return preparation, filing support, and related consultation for County-authorized matters involving conserved persons, decedents’ estates, trusts, and other fiduciary cases. Services include preparing federal and California individual, fiduciary, and trust returns; handling authorized estate, gift, business, out-of-state, prior-year, amended, and corrective returns; and advising on filing requirements, tax basis, investment transactions, and tax notices. The County does not guarantee a minimum number of assignments, returns, hours, or compensation. The scope also includes case assessments, draft returns and summaries for County review before filing, secure handling of confidential records, status and aggregate reporting, electronic payment and refund support, and annual tax-season training for County staff. Proposers must demonstrate relevant experience and qualifications, including the required CPA licensure and experience, and submit a technical proposal, references, and pricing. The agreement term is one year, with extensions up to five years based on performance.
