Submission Instructions
Description
The City of Galveston is soliciting proposals from qualified public accounting firms with independent certified public accountants to perform annual audits of the City's financial statements for the fiscal years ending September 30, 2027, 2028, and 2029. The scope includes audits of government-wide and fund financial statements, required supplementary information, potential single audits under Uniform Guidance, agreed-upon procedures for Texas Commission on Environmental Quality financial tests, internal-control and compliance reporting, and assistance supporting the City's Annual Comprehensive Financial Report and Government Finance Officers Association reporting requirements. Proposers must provide a technical and pricing proposal addressing their qualifications, audit methodology, staffing, work plan, governmental auditing experience, references, quality-control review, proposed billing rates, and costs for financial audits, single-audit work, ACFR production, and TCEQ procedures. The agreement is effective upon execution for three years and may automatically renew for two successive one-year periods. Electronic submission through the City's online portal is required; the solicitation package includes specified appendices and proposal materials that must be completed and submitted.
