Description
The Kansas Department of Revenue seeks an online tax research library covering all 50 states, the District of Columbia, and federal tax materials. State coverage must include sales, use, individual and corporate income, withholding, and related tax information, with at least 10 years of archived state materials and federal materials. The library should include laws, regulations, court decisions, expert explanations, legislation, rulings, administrative decisions, tax rates, and other specified research resources. The solicitation prefers broader tax-type coverage and archives extending 20 or more years. The service must support at least 20–25 users, with no more than three concurrent users for the initial license tier, individual accounts, user-created favorites, and individual online or telephone training. The proposal must also include the specified publications: Multistate Corporate Tax Guide Volumes I and II, the Internal Revenue Code, the Federal Tax Handbook, and Hellerstein and Hellerstein. The State may request an on-site presentation and demonstration before award. Pricing is requested for five contract years, with annual price increases capped at 5%.
