Description
The City seeks a qualified consultant to audit transient occupancy tax (TOT) and Tourism Improvement District (TID) reporting for 33 hotels and motels for fiscal years 2024, 2025, and 2026. Work includes reviewing applicable ordinances, procedures, and the TID management plan; checking the accuracy and timeliness of filings; tracing reported revenues to lodging operators’ accounting records; testing sampled rental transactions and tax calculations; and reviewing controls and supporting documentation for claimed exemptions. The consultant must also perform any additional procedures needed to assess reported revenues and recommend best practices and municipal-code updates to improve collections. The consultant will coordinate the work assigned by the Finance Director or designee and provide a draft audit report for each reviewed operator within 30 days after fieldwork, followed by final reports within 20 days after the City’s review of the drafts. Proposals must describe the firm’s qualifications and methodology, staffing and resumes, implementation plan and schedule, sample report format, pricing, three recent comparable government or business audit references, and required disclosures. The proposal is limited to 15 pages, excluding the table of contents and appendices, with body text of at least 12-point font.
