Murray City Corporation is soliciting Statements of Qualifications from engineering firms to evaluate PFOA detections at the Hyland Well and 500 East Well and develop practical mitigation and source-development strategies. The scope includes PFAS regulatory and data evaluation; assessment of existing well and system conditions; screening of granular activated carbon, ion exchange, membrane, blending, seasonal-use, and other operational alternatives; and evaluation of deeper-aquifer feasibility and potential new or modified groundwater sources. The selected consultant will prepare planning-level capital, operating, maintenance, life-cycle cost, schedule, risk, and alternatives comparisons; recommend a preferred or phased strategy; coordinate with Murray City and the Utah Division of Drinking Water; and produce technical memoranda, a draft and final engineering study, an executive summary, and editable and PDF planning exhibits. The final study must be signed and sealed by a Utah-licensed professional engineer. The initial SOQ must not include pricing, and the final scope and compensation will be negotiated with the highest-ranked firm.
